Duty-Free Customs Allowance

Before you buy in quantity

Labuan is duty-free, but that status stops at the water. Taking goods to Peninsular Malaysia, Sabah or Sarawak means passing through a customs allowance.

The thing most visitors miss

Labuan holds duty-free status as a territory. That means goods are sold on the island without the duty that applies elsewhere in Malaysia. It does not mean you can carry unlimited quantities of them off the island. Bringing goods from Labuan into Peninsular Malaysia, Sabah or Sarawak is treated as bringing them into the customs territory, and an allowance applies.

Why no figures are published here

This page deliberately does not state allowance quantities. Allowances are set by Royal Malaysian Customs (Jabatan Kastam Diraja Malaysia) and are revised from time to time. A stale allowance figure on a travel website is how people end up paying duty they did not expect, or worse. Check a current customs notice, or ask at the point of departure, before buying in quantity.

What to check before you shop

  • The current allowance for each category you plan to buy.
  • Whether any minimum stay on the island applies to the allowance.
  • Whether the allowance differs by your route out, for example by air compared with by ferry.
  • Whether the goods are for personal use. Commercial quantities are treated differently.

Where to ask

Royal Malaysian Customs is the authority. The duty-free retailers themselves deal with this every day and will tell you what the current position is, and the customs counter at Labuan Airport or the ferry terminal can confirm it on the day.

Buying sensibly

For most visitors this is not a problem, because a normal holiday purchase sits well within any allowance. It becomes a problem when someone treats a duty-free island as an opportunity to stock up. See duty-free shopping for what is actually sold here.
